Replaces the rejected passive-retention approach in #196; do not merge both.

Uncertain/unavailable completion assessments retain or durably schedule evidence reconciliation. Three technical/empty/invalid assessment attempts yield working reconciliation rather than an artificial blocker. Preserve original authority, pause/stop/deadline/dependencies, repetition bounds and completed effects. No blanket revival of previously blocked tasks.

Verified local source: 8c7fe0b24a; base 51304b5. Typecheck/build passed, full suite 1141/1141. Independent dedicated ReviewWorkers review passed, no findings, fingerprint 9b46cf6fbfc49330da2b7cfa41eefdcf6c20df8f21f85988f6d9c0ff4e315bb3.

Main advanced to 840c192 after verification; integration validation and required CI remain to verify before merge. No rollout claimed. Night-start #195 stays independent.
