Scope

An inconclusive or unavailable assessment after a successful run is not recovery failure. Retain the task and last answer without automatic replay, invented completion, deleting continuation, artificial blockers or failure alarms. Genuine recovery failures keep bounded retries and deduplicated warnings.

Owner full suite: 1122/1122 passing
Typecheck, build and diff check passed
Worker focused suite: 67/67 passing including restart, deduplication, authorization, stop/pause and deadlines
Independent plugin_review passed without findings

Separate from the night-start change; neither depends on the other. No productive state change or deployment performed.
