Scope

Follow-up to #36: expose key/title/text limits and reject invalid writes before provider dispatch; distinguish missing host conversation context. Stable retry keys and optional source default are preserved.

Evidence

12/12 canonical plugin tests
Candidate materialized into isolated Core f0f5485 with explicit local lock; strict typecheck/build passed, 1214/1214 Core tests passed
Added real plugin → LocalMemory IPC integration coverage: validation, same-key idempotency, conflicting content, conversation isolation and provider restart (Core pin follow-up)
Independent ReviewService/ReviewWorkers passed, fingerprint fdcbe346b638e83bce91e161432237255779ef0871b797d8d34d01b374fc8c17

No provider migration, source requirement, random keys or live configuration changes. Requires a focused Core pin follow-up before activation.
