Move dispatcher, subagent and memory adapters plus embedded gateway-manager, improvement evaluator, protected-content, reloadable-tools and Wasm registration adapters to harness/plugins. Core retains services/policy/runtime contracts, imports adapters only through immutable source lock materialization. Existing five adapters preserved. Compatibility checked against core candidate: full485 tests/typecheck/build/diffcheck pass. Core changeset review431d45b0c81662ea558aac0c202baa4d91a161346654ed49108a13ab19a36af5 passed no findings; verified locked generated sources are exactly these plugin files after import relocation. No runtime rollout.
