Narrow test-fixture fix on top of #271 (297d139). The blocked-child startup fence now uses a real ExecutionStore and asserts independent admission; old worker unchanged, other fences kept.

Evidence: targeted startup 6/6, tsc pass; bound review passed (approvedFingerprint c986233f…0651, base 4d5c04e). Full candidate typecheck/test/build run before merge.
