Cause: dispatcher-sequential set status=undefined for any validator verdict != completed, so a validator continue (unfinished same step) became a generic runtime block.

Fix: up to 2 bounded continuation turns in the same worker session/route/intent, validator next passed as untrusted data, re-validated each round; distinct block messages for external blocked/waiting, technical validation failure (no auto retry), exhausted continuation.

Tests: 2 new regressions in test/dispatcher-sequential.test.ts (red without fix, 23/23 green with). Typecheck clean. Review passed (0 findings). Full suite: 15 pre-existing failures identical on base cf6bb33 (adaptive-skills, nongit-continuation, overlay-contract, review-http-ledger), none touched.
