Purpose

Model continue is a proposal, not admission. Only affirmative independent supervisor continue can admit productive follow-up; supervisor next replaces the proposal. Absence, invalid response and failure hold work rather than queue model plans. Existing durable admission is required on restart. Original scope, deadline, wait, pause/stop and persistence fences remain. Transcript collection is unchanged.

Integrated main 37ff505b76. Serial native suite: 1250/1250; typecheck and build passed. Exact persistent plugin_review passed with no findings, fingerprint 59c4f83aebfbe2cbff0c08b6725fedef402fd3fc616dcfe566d9e83231177355; local/commit assertions passed. Admission/restart tests included.
