One coherent supervisor budget slice. Host caps the entire rendered backend.review string at both 56000 UTF16 units and 56000 UTF8 bytes, including custom strategies. Exact mandate retained; impossible minimum/throwing renderer unavailable without provider. Deterministic latest current evidence, parseable truncated tools, visible missing/failed/empty export; original archive bytes preserved. Immutable plugin dependency b1fa890 (merged plugins #41). Integrated against merged independent admission #227 at 16ce647. No deployment/activation/provider test. Gates: typecheck/build exit 0; complete npm test -- --test-concurrency=1: 1257/1257 passed, zero fail/skip. Exact persistent plugin_review passed fingerprint 76b579d393dbf07687aa0a0e059eab3f88fad0e11aefa64d588ef22e64e300e3, no findings. Initial type error confirmed and fixed; re-reviewed.
