Prompt-first Main validator fix; no JEV/API implementation or extra provider dependency. Distinguish verified milestones, promised/open work, real holds and complete overall delivery. Future-tense promises do not prove effects; mixed replies are not automatically uncertain. Generated continuation/worker grants are not new human authority or blanket human prohibitions. Preserve genuine no-live, status-only, permission and unknown-effect boundaries. Six real gateway/SDK model cases passed using configured Terra/high; regression corpus checked in. Core integration must also prove actual queue admission/action rather than prompt-only tests. Focused tests pass; final plugin/full cross-repository compatibility and review pending. Do not merge until those receipts are recorded.
Final gates verified: required Plugins CI green for exact620b553 (run19); default prompt has six passing real gateway/SDK semantic probes. Real Harness/LLM probe converts initial future-tense promise into actual second Main turn with authorized read, exact file marker returned, then completed. Final combined canonical source full1588 passed/0failed/1existing optional skip; local UI+current Core integration full1601 passed/0failed/1existing optional skip; typecheck/build pass. Generated continuation carries original authority/provenance; technical retries reassess retained reply without replay. Independent combined review no findings. No JEV implementation/dependency, no disabled gates or fabricated live task completion.
