Coherent supervisor prompt-budget slice, plugin rendering portion. Preserve full authorization and numeric expiry; emit resolved host evidence once; explicitly distinguish missing/failed/empty evidence. Host final budget gate follows in Core with immutable pin. Tests: 16/16 including cross-repository real parser contract with fake backend. Exact persistent plugin_review passed, fingerprint 33cd9498727a7efb0e75250b753d66ad994501921522e79a7c9b4f08fb95ddf7, no findings. No activation, provider/live test, workflow or deployment changes. Branch protection endpoint returned 403; required checks must remain enforced, empty check lists are not a CI pass.
