Bounded follow-on to PR33. Add optional strict MATRIX_ADMISSION_ROOMS; explicit empty denies all. Restricts invite joins, existing DMs and commands/reactions, outbound room requests, persisted pending inputs and crypto room timelines. Legacy behavior unchanged when unset. Parent owns independent review and integration/release; no activation.
