Scope

  • Bound review command/tool output through Core ReviewService.summarize; never serialize the complete ledger.
  • Add administrative audited budget-extension command; no model tool budget mutation.
  • Clarify only unresolved P0/P1 block, P2/P3 optional.

Compatibility

Requires matching Core with summarize and extendBudget. Immutable Core pin must change with that Core implementation; merging this source alone does not activate an older Core.

Verification

Two operator-authorized independent reviews of adapter + narrow Core, no demonstrated P0/P1. Actual PluginHost contract fixture passed, model extension action rejected. Core full519 tests/typecheck/build passed (old pinned adapter); new-pin build/test follows in Core delivery PR. Unrelated continuation/dispatcher drafts excluded. No deployment claimed.
