Narrow host activity slice

Optional Channel/PluginChannel.taskActivity lifecycle callback, bounded measured liveness and sanitized hashed correlation IDs. PI tool events retain callId metadata. No model payload in activity, no new model turn/authority. Terminal emitted after commit hook; failure/shutdown closes observers including uncooperative runtime. Disabled policy emits nothing/creates no timer. Validate optional config.

No Matrix delivery, dispatcher parent forwarding or full gateway extraction in this PR. Existing drafts preserved. docs/turn-activity.md states API/config and delivery limits.

Verification

9focused activity tests, full544/544tests, typecheck/build/diffcheck PASS. Includes blocked main/worker runtime with no extra model calls, final commit boundary, sink throws, disabled policy, invalid config and forced shutdown cleanup. Deterministic runtime tests, not actual Matrix acceptance. No extra independent review/reset; prior2rounds covered earlier work, author checked current candidate no demonstrated P0/P1. Standing operator delivery mandate applies; merge not deployment.
