Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Scope
Complete preserved context-coexistence draft on current main. Compaction after turns and semantic handover before turns coexist instead of autoHandover disabling compaction. Separate cooldowns and persistent pressure avoid compaction starving later handover. Bounded tool-free semantic assessor replaces incoming byte-size heuristic; unavailable/invalid assessment defers maintenance, not working tasks. Manual requests unchanged. Unknown usage explicit/deduplicated, no fabricated percentage.
Author inspection additionally fixed session-scoped assessor failure cooldown surviving session rotation (both guidance-first and direct boundary path); regression included.
Verification
16 focused context tests PASS; final full531/531 tests PASS; typecheck/build/diffcheck PASS. Real provider semantic behavior not claimed; assessor tests deterministic. Original worktrees/drafts preserved, six files only. No extra independent reviewer round initiated/reset; prior two rounds belong earlier review repair. No open demonstrated P0/P1 in author inspection; transparent not independently reviewed. Standing operator commit/push/PR/merge mandate applies. Merge/build is not rollout.
