Fix

Self-reported waiting/blocked previously skipped independent completion assessment, making mistaken blocker claims terminal. Assess these states against the existing original mandate, as already done for premature completed. Preserve an explicit continue plan, original authorization, expiry, depth, cancellation, pause and queued-input checks. A real blocker still produces no follow-up.

Verification

63 focused tests and full515/515 tests passed; typecheck/build/diffcheck passed. Regressions exercise completed/waiting/blocked each producing exactly one durably recorded missing-step continuation and terminal boundaries producing none.

Review transparency

Previous two explicitly approved independent rounds applied to the earlier review repair, not this change. No additional round or ledger reset fabricated. Current change checked by author and regression suite. Operator explicitly authorized delivery/merge. No deployment activation claimed; no recovery drafts included.
