Explicit trusted local ESM modules configured via plugins list, home-relative/absolute paths. Versioned activation API exposes immutable agent/home/cwd context, command registration and reverse-order cleanup. Conflicts with builtins/aliases/initial skills fail startup; admin-only default, existing auth/outbox/help routing, generic command errors. Cleanup on partial activation failure and shared CLI shutdown. No direct Harness internals or second agent loop. API intentionally excludes tools/channel/UI factories until dedicated contracts. Packaged docs/plugins.md plus corrected built-in development guide.185 tests/typecheck passed macOS/LinuxWSL2, build and gitleaks clean; review_changes PASS.
