Bounded startup fallback using existing completion assessment, durable claim, retained original mandate and child/identity/depth/expiry fences. Includes checkpoint registration failure regression and ownership recheck after persistence. No authority bypass or deployment.

Verification: 503/503 full tests; focused 16/16; typecheck and build pass. Supported exact-diff plugin_review passed fingerprint 264fe7429f45087817e4cae8fe4e122df83bcd6a9e9e291355435e11d51c2804, no findings. Prior confirmed P2 stale task after persistence fixed and regression covered.

Preserves existing checkpoint recovery while paused; semantic inference stays fenced. Commits e1a4c8c and 545244d.
