Adds /handover [resume instructions] for an immediate idle-conversation durable session transition, without a working prompt. Reserves the session during summary/archive/seed, refuses busy/queued/unsaved/outbox work, reuses prepared handover recovery. Manual requests remain available when automatic maintenance is disabled. Default resume instructions await the next operator request. Normal command authorization applies.

Tests: 476 passed. Typecheck/build/diffcheck pass. Fresh Harness review ef07547a83345e7e68347ec56e7b8bd7068f0d94b9903e21378036c231ce2813 passed without findings. Includes manual rotation+seed/disabled policy test and busy refusal test, command discovery, docs. No rollout performed.
