Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Fix confirmed P2 stop-disabled-dispatcher-retained-work: the parent stop hook now revokes persisted tasks even without an active scheduler, while preserving scheduler abort handling when enabled.
Regression covers persisted ready, paused and completed-result tasks, disabled-mode Harness parent stop, reopening the ledger and enabling scheduling again. Stopped work cannot execute or deliver; another parent still executes normally.
Validation: 474 tests passed; typecheck/build/diff-check passed. Fresh review fbc56120e5aa728deb34da090d67eb0a2998c905ca2981c2e6cac934446bcfec passed without findings. No rollout performed. Operator has authorized push and PR merge.
