Scope

Common runtime-independent durable turn settlements for Main, managed subagents and dispatcher workers; crash-gap recovery without repeated settled execution.
Optional concurrency-gated dispatcher with trusted plugin strategies, fenced effects, pause/cancel, durable status/questions/results and correlated answers.
Parent-stop and host-result authority boundaries; no independent unsafe worker inbox replay.
Acknowledged-turn GC, bounded active ledger, hourly terminal archive and /dispatch compact with archived request-ID deduplication.
Documentation in docs/dispatcher.md and task-recovery.md.

Verification

npm test: 473 passed, 0 failed.
npm run typecheck, npm run build, git diff --check passed.
Harness changeset review 853c22f79922c8cddfbb377d97f2b72cc0859d2ba0db26f0ec0778fd151e1d20 passed without findings.

Explicit limits

Ordinary unsettled turns remain at-least-once; unsafe opaque dispatcher effects block instead of automatic retry.
Historical archives retain deduplication receipts indefinitely; historical disk usage requires monitoring. No distributed DB or online unsafe-effect reconciliation.
No rollout performed: source merge/build does not activate a running deployment.

Operator explicitly authorized push and PR merge after validation.
