Add non-admin /usage with /tokens alias and help listing. Native PI session statistics expose input/output/cache read/write/total and estimated USD cost; unsupported counters report unknown. Explicit current runtime session scope, partial busy values, no billing/parent-child aggregate claims. Docs and regression test. Full412 tests/typecheck/build/diffcheck pass. Review approved fingerprint6a2adfda8f1750aebd2ad6bcb9449d837239ebb84a7e7f3ec67c628fa1602211 no findings; tool output overflowed but durable review file verified passed. No deployment activation.
