Opt-in autoReloadToolPlugins compares entry contents at working-turn boundary, coalesces concurrent checks, retains old delegates after failed replacement and blocks that new turn. No dependency watching, sandbox or side-effect rollback. Full399 tests/typecheck/build/diffcheck pass; review94b2332ffa96d7566bcff78b6824f663366cd43f85d8b2171362670c43c2e29b no findings. No rollout.
