Opt-in reloadableToolPlugins and admin /tool-plugin status|reload. Stable delegates preserve SDK tool registrations and in-flight calls; retire old generation only after last invocation. Reject non-tool registrations and changed names/schemas/descriptions. Failed candidate cleanup and shutdown-during-activation tested. Explicit reload only; trusted full-privilege ESM, no sandbox, no side-effect rollback, dependencies remain cached; 50 attempt lifetime cap. Full398 tests/typecheck/build/diffcheck pass. Review7f01956744778c98780fa9ec6622d16e245e16468707b2c5dd42cc7049d0b020 no findings. No rollout.
