Serialize per-room typing HTTP requests so delayed stop cannot disable a subsequent turn. Regression covers slow stop followed by start. Full 380 tests, typecheck, build and diff-check pass. Harness review 6c99ccfd1c802153d17398dca5afa4e94b6c3052d1700e098c124d455f1d71a4 passed; pre-existing P2 cancellation status tracked for separate fix. Deployment remains GitOps-owned.
