Extract tested workflowTools selection, include continuation and evaluator with context/history plus enabled memory/review. Undefined defaults and explicit empty tool list preserved; duplicates eliminated. 311 tests/typecheck/build pass. Review9c520898939153b588d4a991bfad2ab5689dd0d611354733019d412ff3009c2c passed, baseline gateway P2 addressed separately by PR51.
