Initial controller: optional improvement.yaml, local-hour night window, persistent work-turn reservations, idle scheduling, morning report via outbox. Defaults off/20 turns; supports 200. 308 tests/typecheck/build pass. Review 47f5479f41718c96bbd5b848434bfe5e3ae7a0c99c5bff1a3e1ae8a015f374d9: no P0/P1; existing gateway prepare race P2 confirmed. IMPORTANT: partial foundation only. Objective evaluator, structured experiment records, enforced isolated worktrees and gated PR/merge remain unfinished. Prompt instructions are not enforcement. Report at-least-once crash limitation documented. Do not activate unattended merge on this foundation. No deployment claim.
