Akira's native release preparation exposed a race in the new checkpoint-budget regression. ExecutionStore.fail persists paused before Dispatcher drains its status events. The test asserted the notice immediately after seeing paused. Wait boundedly for that separate event-delivery barrier, matching the other restart/status fixtures. No production code, thresholds or gate skips. Full suite and native targeted verification required before merge.
