A transient notification failure (including Matrix HTTP 429) must not abort authorized work after planning. Persist status first and deliver asynchronously through the existing durable event queue. Failed delivery retains the event for retry without replaying productive work.

Verification: 11 dispatcher tests pass, typecheck passes. Counterfactual: the new regression fails with the previous awaited delivery (paused instead of completed). Shipped review engine passed with 0 findings, fingerprint bffd848db91e573bb0665d0f6dd729e0f279e799eab8b93cb7c4e4038e83e896. Base 05a51e1. No live activation yet.
