Fix

Accept optional literal leading $ in exact retained task IDs. Only production change is the ID regex. Whole-message grammar, authenticated ingress, exact task lookup, expiry and permission checks remain unchanged.

Verification and review

Self-review of exact two-file diff df5d065 against main1f8eac5: no P0/P1 found; no broadened substring matching, no task-state mutation, no authorization changes. Regression proves exact Matrix ID, authenticated ingress, unchanged expiry, unrelated task isolation and duplicate-message idempotency; quote and extra-line rejection retained. All 24 operator-task-budget tests, typecheck, build pass after rebase.

Independent dispatcher review failed before producing outcomes; it is not counted as successful review. Che review dependency was withdrawn following operator correction. No rollout claimed.
