Suppress only host-generated recoveryAttention notices by default via validated gateways.recoveryDiagnostics global/channel opt-in. Preserve blocked task/logs/persistence/authority and all substantive replies/approval/blocker requests. DOES NOT fix missing completion backend or approved task continuation. 38 targeted tests and typecheck pass on basec397a66; independent task+changeset re-review12b5 noP0/P1. Nonblocking consequence: silent diagnostic reasons remain visible in stored state/log, not chat; optin reenables. No live activation yet.
