Purpose

Admit independently assessed parent steps through existing durable admission/queue while blocked workers remain fenced. Exact child snapshot, mandate, deadline and host ownership checks; no child replay/control.

Verification

• Actual Harness + ExecutionStore: real child file write followed by 503; independent parent writes useful documents twice; blocked/waiting self-proposals overridden.
• Pause/cancel/expiry/child-change/queue/save failures and settled-turn crash replay.
• Full serial suite 1359/1359; typecheck and build passed.
• Persistent exact-worktree review passed, 0 findings, fingerprint d822d3a65072b0fb50a62e616181d873d91f764a0582d461319246f5f54f6b51.

Source delivery only; no deployment, images, provider/config changes or live task mutation.
