One host supervision transition fix. Unsupported model completed/blocked/waiting reports no longer become terminal proof after admitted follow-up work or missing assessment callback. No productive fail-open; existing bounded recovery and authority/deadline gates retained. Closed decision receipt persisted with task state.

Reproduction: 12 failing expectations on current main; real Harness + assessCompletion + fake backend now pass, including restored admission/queue consistency. Existing routing fixtures explicitly supply independent nonproductive verdicts. Typecheck/build pass; full serial suite 1287/1287 pass. Exact independent persistent review passed, zero findings; normal home ledger c1637d50dd8407ad4712362ac0218498b99ae095d4e4a48d8f1eecbd9919a959.

Mechanics tested, not semantic model accuracy or historical incident verdict. No provider calls, deployment, restart, image or GitOps mutation. Source merge is not live activation.
