Small roles-only slice, depends on already merged Core #229 (actual execution display) and Plugins #42. Preserves plugin pin 49a02d21120147c7b9f892169ec714cb7388288f and supervisor admission/budget from #227/#228. No classifier-display or 429 implementation.

Adds persistent dispatcher/simple/medium/high/reviewer roles and slash configuration, direct worker routing and reviewer selection. E2E: actual slash persistence and settings reload -> classifier -> PiSession fake SDK -> effective worker activity/status, including clamp and unavailable-model fallback. No live provider/config changes.

Verified exact head 32c28789bb, tree 16cbf2b97c: typecheck/build, focused 10/10, full serial 1273/1273. Persistent normal-home plugin_review passed, fingerprint 48a40b99f8bb4ae03ddd5dc2d125fabcf048914b6e8a968d236351da40804f3b, 1 round, no P0/P1. Review ledger retains original immutable display base 3299d45, whose tree equals current main 7563aca; exact patches against both bases are byte-identical, no approval copied to different bytes and no budget reset.

Known P2 follow-ups: supervisor legacy explicit reviewer override; classifier disposal error fallback. Existing independently assessed findings; not bundled into this slice. Source delivery only, no activation/deploy/restart.
