docs: correct public installation and publication availability

Focused public documentation correction: removes stale pending/empty Core assertions; documents that public deploy/kubernetes contains SOUL.md only and deployments has no manifests; removes nonfunctional configuration-copy/kustomize instructions while retaining native/Compose installation. Updates configuration and shipped development guide source. Four Markdown files only.

Independent persistent plugin_review: passed, one round, no findings; fingerprint 14f0d0f1cc9fcf79c8a02eac433ff45e053938d636c125786122a665a06c3bea. Public tree/reference audit and diff --check passed. Typecheck/build passed; full tests still being checked.

PUBLICATION BLOCKER: existing trusted core-publish route exports an entire exact source snapshot, not a docs delta. Its current source pin is db32e31902. Pointing it at current canonical main also exports 19 unrelated changed paths. Do not batch those changes into this docs-only publication. No GitHub merge or rollout authorized.
