Replace PID-only ownership with retained SQLite exclusive transactions using built-in Node SQLite. Permanent marker/inodes avoid stale reaper and unlink/recreate races. Legacy or malformed locks fail closed. Targeted tests and build pass; candidate independently exercised inside Minato Kata on actual Longhorn PVC: live exclusion, SIGKILL reacquire and eight-way recovery contention with exactly one owner. Security review pending. Activation must stop old writer and archive verified legacy PID-only lock without changing session or crypto data. No fleet rollout authorized; Minato-only consumer acceptance.
