Add optional literal tools list to harness.yaml and pass selection to PI session creation. Omitted uses runtime defaults; [] disables all tools; explicit names select installed built-in/extension tools. Validate inputs and document session-open semantics and non-sandbox limitation. Tests: typecheck, 174 tests passed on rerun; first run exposed pre-existing timer-sensitive memguard test. Actual SDK smoke test verified [] -> [] and [read] -> [read] after bindExtensions, without model calls. No deployment changes.
