Select Harness or Agent/PI as single automatic compaction owner and reassert ownership after reload. Retain task-scoped mandate, handover and archive evidence for completion checks without reopening working sessions. Preserve oversized plugin results durably while bounding transcript ingress. Pin bounded dispatcher plugin revision.

Verification: TypeScript and build pass. Full Linux canonical gate: 1129 passed, zero failed/cancelled/skipped. The unchanged nongit persistence test showed an intermittent partial JSON write on an earlier run; no test was changed or skipped. macOS lacks Linux flock and has the existing unreferenced observer timer cancellation. Required runtime acceptance is exercised on Linux. No rollout or release is claimed by this PR.
