Corrects false stagnation when successful verification, research or analysis changes no tracked files. Independent completion assessment can report stable substantive milestones; host hashes and deduplicates them in the existing bounded persisted history. Checker invocations, nudges, repeated polls and working-model progress claims cannot grant credit. Genuine failure recovery remains separate and unchanged; absent/replayed/invalid evidence still reaches the existing 20-stalled-attempt stop.

Pins merged plugins PR #30. Independent scoped read-only review approved; cross-family independence not established. Final production-pin Linux gate: typecheck, 1086/1086 tests and build passed. New regressions cover 25 productive turns, replayed fingerprints, restore, malformed progress, saturated evidence history and no working-model self-authorization.
