Validation: 103 focused tests passed and typecheck passed (implementation evidence). Independent read-only review: no P0/P1. Mandatory owner ReviewService: passed, 1/3 rounds, no findings, exact tree 8e803ad35e; post-commit fingerprint 4df53bfd55326192a176d8efb7d1ce7f585b5b771cc6716038f0219987d7d841, all normal action gates passed. Required external full-test/image and regular release gates remain intact.

Small independent retry-success cleanup only. Clear stale recoveryRetry reservation after a validated executable continue, before admission persistence. Does not change the separate 20-attempt policy or UA. No claim of a proven restart blocker. Validation: 103 focused tests passed and typecheck passed (implementation evidence).
