Adds ALWAYS vertical slices. ALWAYS KISS. to existing shared capabilityContext, reaching main and workers. No new plugin/state machine/persona mutation. Safety, authorization and review preserved.

21 targeted tests including PI systemprompt and dispatcher propagation pass; typecheck/build pass. Five observed fullsuite failures reproduced on baseline. Mandatory persistent owner ReviewService passed no findings fingerprint4dbf1c5a08c310e1928f5b05c0e694338dab75a19a727e39e25e964b26475590. Exact tree2943a5000a97388ac5dd528cb3c922986c651a70.
