Problem

Answered chat tasks can survive restart and incorrectly demand another operator decision. Recovery discards completed/waiting/blocked assessments.

Fix

Persist bounded task-bound reply evidence; accept recovery completed only with actual bound reply; preserve waiting/blocked verdicts without inventing executable work. Unknown interrupted tasks remain fail-closed. No phrase blacklist, budget inflation or effect replay.

Verification

61 targeted tests pass, typecheck/build pass. Four causal regressions fail on unchanged main and pass with fix. Full suite timed out at120s; four observed unrelated failures reproduced on baseline.

Mandatory independent installed ReviewService: passed, no findings, fingerprint3a4b2bd4a41744754ccf91a9d2c248a4cae777bdfd2c6c0cde632b573601a889; commit/push/publish assertions passed. Candidate treebbd6efa8564124a36a16b705b5eeba40e207ab31.

No deployment claimed. Existing protected CI and GitOps must verify activation separately.
