Separate monotonic queue depth and persisted repetition allowance. Novel deduplicated tracked Git bytes reset stagnation; prose/random arguments do not. Block after20 consecutive attempts lacking new host evidence. Status polling retains fixed deadline. Operator/natural reset resets repetitions preserving queue identity/history. Integrated with PR164 natural authenticated reset.

Baseline incorrectly blocked21 distinct steps. Candidate demonstrates35 evidenced steps then exactly20 stagnant attempts. Worker71 tests; owner46 integration tests/typecheck/build pass. Formal exact ReviewService actualcwd existinghome passed/assertAllowed; P2 evidence255+2 overflow fixed and regression reviewed. Fullsuite limited no fullPASS. Limits: Git changes not semantic usefulness; noncode work without host proof conservatively charged; bounded256 history.
