Bounded relevant preaction skill references and evidence-bound local recipe creation/update with immediate untrusted context return. Supported PI extension/message/tool boundaries; no runtime system injection or permission expansion. Installation opt-in skills.adaptive:true DEFAULT OFF. No live skill/config edits.

Integrated onto PR162. Owner59 tests incl realSDK extension passed, typecheck/build passed. Formal installed ReviewService actualcwd existinghome/history passed exactassertAllowed fingerprint f4e2a44cdeea7eda545cc984cab01b7eb840e92c136ba2593e839ba5c2919f80. Nonblocking P2 eager reading/corrupt unrelated local recipe isolation documented follow-up. No fullsuitePASS claimed.
