Add admin/local-console /task-budget inspect|reset|resume with exact task token and idempotent request ID. Persist audited reset before any explicit resume; fresh queue identity preserves old dedup. No model self-reset, review budget reset, deadline extension, permission changes or stopped/completed/expired/explicitly blocked task resurrection. Ambiguous legacy productive exhaustion fails closed.

Worker89 focused tests; owner47 integration tests/typecheck/build pass. Full suite incomplete240s with two baseline-reproduced failures, no fullPASS. Installed exact ReviewService actual cwd existinghome passed and assertAllowed commit/push/publish; initial P2 legacy ambiguity fixed with regression and reviewed again.

Exact source6fcc2b4a41d66f703acb7d9f364cc13ab2b13d44 base4f1b160. No live task reset. Scheduled GitOps rollout only.
