Retain existing host authority across transient/inconclusive assessment failure. Maximum3 persisted attempts, minimum60s backoff, claim before inference, stable escalation on exhaustion. No historical blocked task migration or budget reset.

78 focused and64 lifecycle tests passed; typecheck/build/diff-check passed. Full suite stopped240s; two observed failures reproduced unchanged base, no full PASS claimed.
