Minimal host-owned continuity repair. Persist bounded recovery admission together with assessment decisions; re-admit after restart without inference replay; fence restored work against current authority; persist stable escalation for interrupted/unavailable assessment. No new observer or external history export.

Validation: 102 focused tests passed; npm run typecheck and npm run build passed. Formal installed ReviewService passed with no findings, exact assertAllowed commit/push/publish. Full suite has 3 failures reproduced on unchanged baseline (cron archive, TUI timing, dedicated review integration); no full-suite PASS claimed.

Base ff99d266; candidate ad3c3ef957. Scheduled GitOps activation only.
