Delete branch "fix/wait-authority-denial-receipts"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Prospective diagnostic improvement, NOT a claimed repair of the historical PR72 wait denial. Adds host-only bounded (100) structured denial receipts in existing execution ledger for six actual guard reasons, preserving cancellation/deadline/ownership/sequence gates and sanitized model errors. No tool arguments/transcripts/credentials retained. Persistence failures remain fail-closed.
Exact independent review: candidate916c5fe4fbc9ed1bd34af5baee44c9b427e45b2b, base807c22ef2d79efa429fe79c36d9239e6561699b9, treef7ed5073182ae2f4ab96887bdf3972a3004bfb0c: no concrete P0/P1; 41/41 focused tests and typecheck independently passed, implementation build passed. No full-suite/required-CI/plugin_review PASS claim. Two nonblocking followups: runtime write-side schema validation; permanent extra malformed/rename/precedence tests.
Wait for actual required CI and normal protected merge. Existing foreign dirty worktree/review ledger unchanged. No PR72 rollout replay.
