Exact independently reviewed candidate beedbe8c3b; base d175ad5615; tree de50839019. Ten files reverified against manifest; binary patch SHA256 f571d9e46af2259f33cc6f3c3780eea44dd66fe6cc78a6b569690e456f6a006f. Independent review 85727629 found no P0/P1. 105 targeted tests, causal six RED/six GREEN, build and typecheck pass. Full suite 867/870 NOT PASS: documented baseline failures, not suppressed. Cooperative adapter cancellation only, not universal immediacy; historical warning cause unknown. API candidate, reviewer-off exact opt-in, history/recovery/checkpoints/backoff/seed idempotence retained. plugin_review status is bound to unrelated dirty core; no candidate plugin PASS claimed. Evidence: context-foreground-stall-0101-INDEPENDENT-REVIEW.md and REPAIR.md in development-evidence. Normal protected merge, release and own GitOps promotion only.
