Test-only acceptance: empty GatewayManager baseline+overlay, empty approvers/home, real Harness startup/drain/stop with MemoryChannel local stand-in, no runtime open/model/network. Not full CLI subprocess or real stdin acceptance. NORMAL npm765/765/typecheck/build PASS. Review STATUS only existing rounds3/blockers0 historical, no new round/reset or fresh candidate review. No runtime behavior change; no CI-green claim.
