Stable owner adapter makes existing PiSessions follow registered selection on next compact; operation lease pins running generation. Persistent override and immutable installation baseline, startup validation after plugin registrations before owner start. Admin plugin-owned command; unknown/savefailure/busy retain selection. Real routing/held turn/idle compact, deferred startup adapter and registry, null refusal, restart/receiver/checkpoint/native summary tests. Timeout/abort/nativeoverflow/provider/grants/stop unchanged. Docs added. NORMAL parallel npm764/764/typecheck/build PASS immutable pluginc8e2f9d.
